Is my Bb in tune?

Is my Bb clarinet out of tune? All holes open should be a G right? I get an E. Lowest note should be an E? I get a D
I do have two barrels but I don't think it would make that much of a difference.

Is your tuner reading concert pitch? This could explain the lowest note reading D. I don't know why open would read E though
I spend way too much time looking at instruments I probably shouldn't be buying.

A440, yes.
I've been informed that it may be down to my weak embouchure and soft reed. I use Rico grade 2s and I don't want to go higher yet

The E reading D isn't an issue. It's reading flat but this is common for this note. Maybe try playing the G with a tighter embouchure and see what happens, in concert pitch it should read as an F.
I spend way too much time looking at instruments I probably shouldn't be buying.

A440, yes.

A whole semitone at middle G is pretty extreme.  That's like a way, way, way too soft reed and no embouchure at all.

What mouthpiece are you using?  The appropriate reed strength depends on the mouthpiece. 

Why don't you want to use a harder reed?

Well I changed to a 2.5 reed and the tuning for the open note was spot on, F right in the middle! The instrument sounds more like a clarinet now too! By the way the mpc is a Yamaha 4C

Cool.  Is the low E any better?  It's flat on most clarinets but you should be able to get it up to pitch with your embouchure.
