Since I retired from music education some years ago, I've set about to find and refurbish quality clarinets. What I've found in my efforts is that the Leblanc clarinets made around WWII until the mid '80s are some of the best ever built. I've gone as far as selling my Buffet and Selmer Center Tone clarinets. My favorite of the Leblancs is the LL. If you're looking for fantastic instrument, don't overlook one of these magnificent instruments.

I love my LL, but I also have a pre-classic A that plays wonderfully. I've just bought a matched set of LLs which I'll be able to try when I get home later this week. I can hardly wait. I also have an LL Eb as well as a top end alto and bass.

I love Leblancs. The thing about these is that they almost always are significantly cheaper than any comparable Buffet or Selmer. Brand name goes a long way, and some people lose, while others, such as us, stand to gain.

Would an older clarinet like this need a full overall? I imagine new pads at least.

It's case-by-case. I have gotten time capsules from Granny's estate, with her high-school red lipstick still on the reed. Sometimes it will play after some attention, but will certainly need full overhaul at least due to degradation of corks and pads.
Other oldies are maintained ... you never know 'til you see one.

There are a lot of old clarinets on ebay, but I'm not sure it's a good idea, unless you have lots of cash to spend making it playable

Certainly depends on the pricing. If you can get one for about $200 or less, then I'd say it's probably worth it, factoring in the cost for a servicing

Much depends on the quality of the photos in the listing, and the buyer's ability to read the clues.
